About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for podiatry services at Lufkin State Supported Living Center in Pollock under IFB No. HHS0017596, with bids due July 27, 2026 at 10:30 a.m. Central Time.

The scope requires a licensed podiatrist to provide comprehensive evaluation, diagnosis, and treatment of foot, ankle, and lower extremity conditions. Services must be delivered Monday through Friday, 8 a.m. to 5 p.m. Central Time, with four-hour response for standard calls and one-hour response for emergencies. The contractor must obtain credentialing by the facility's credentialing committee and appointment to the Medical Staff. Minimum qualifications include five years of podiatric experience and three verifiable references for similar contracts within the past five years.

The contract term runs September 1, 2026 through August 31, 2030, with no renewal periods but potential extension of up to one additional year at the agency's discretion. Pricing must be submitted as firm, fixed rates on the required Pricing Sheet (Exhibit C) covering all labor, equipment, materials, and supplies. Bidders must carry comprehensive insurance: workers' compensation, commercial general liability ($1 million per occurrence/$2 million aggregate), professional liability ($1 million), and umbrella liability ($1 million).

Evaluation will prioritize bidder qualifications, ability to meet performance requirements, and pricing, with award made on best-value basis rather than lowest price alone. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. The contract is subject to appropriations and fund availability with no guarantee of volume or compensation. Bid submissions are accepted through the HHS Online Bid Room or in-person at the PCS office at 1100 W. 49th Street, Austin, Texas. Questions were due July 10, 2026, with responses posted by July 14, 2026. Required submissions include valid podiatrist license, completed Exhibits A through D, financial capability documentation, and TIN application if applicable.
