About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is soliciting bids for cosmetology and barber services at Lufkin State Supported Living Center under IFB HHS0017598, with proposals due July 24, 2026 at 10:30 a.m. Central Time and a questions deadline of July 16, 2026 at 1:00 p.m. Central Time.

The scope encompasses on-site hair and scalp treatment services including chemical services (relaxers, permanent waves, color treatments, bleaching), natural hair styling (starter dreads, twists, braids, crochet braids), conventional styling (flat iron, roller sets, finger waves, weaving, sew-ins), deep conditioning, detoxification, and haircuts. Clients rotate through a six-week haircut schedule with frequency adjusted for individual needs and sensory considerations. Services must be provided during regular business hours (8:00 a.m. to 5:00 p.m. Monday through Friday) and outside regular business hours, with response to service calls within four hours during business hours or one hour for emergency situations.

The contractor must hold a Class A Barber License and Class A Cosmetologist Operator License, each held for a minimum of one year, with at least five years of relevant industry experience. All contractor and subcontractor personnel must provide three verifiable references for similar contracts within the past five years and complete Texas Department of Public Safety background checks prior to commencing services. The contractor supplies all professional-grade tools, equipment, and EPA-registered disinfectants; HHSC provides facility space, mirrors, shampoo systems, and secure storage.

Insurance requirements include workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Pricing must be submitted on a firm, fixed-price basis using Exhibit C with separate line items for haircut services, permanent hair color services, and starter dreads services. The contract term runs four years from September 1, 2026, through August 31, 2030, with potential for up to one year extension at HHSC discretion. No guarantee of volume, usage, or compensation is provided. Historically Underutilized Business (HUB) subcontracting plans are encouraged but not required.
