Palm Beach County Water Utilities Department (PBCWUD) is procuring materials, labor, supervision, equipment, and services for the installation of 16 large diameter valves across the Lucerne Lakes water system and throughout the county's service area under Project No. 21-011. The scope of work encompasses installation of butterfly and gate valves ranging from 6 inches to 20 inches at 12 separate locations on water mains, force mains, and associated appurtenances, along with ancillary site work including concrete and asphalt restoration, sod replacement, fence and guardrail replacement, and temporary bypass piping. Sealed bids were due April 5, 2023, at 2:00 PM at the Palm Beach County Water Utilities Department Administration Building, 8100 Forest Hill Boulevard, West Palm Beach, Florida 33413. A non-mandatory pre-bid conference and site visit were scheduled for March 22, 2023, at 10:00 AM. Bid documents were available for free download beginning March 7, 2023, or for a non-refundable fee of $150.00 per set, with prospective bidders required to complete Plan Holder Registration Forms and submit them to bids@pbcwater.com to access restricted bid documents. The successful contractor must achieve substantial completion within 300 calendar days from notice to proceed and final completion within 30 days thereafter, with liquidated damages of $500.00 per day for delays beyond substantial completion and $250.00 per day for delays beyond final completion. All bidders and subcontractors must be registered in the Palm Beach County Vendor Self Service (VSS) system and possess current appropriate certifications and licenses required by the State of Florida and Palm Beach County.
The procurement is subject to a mandatory Small Business Enterprise (SBE) subcontracting goal of minimum 12 percent participation. All bidders and subcontractors must comply with the Living Wage Ordinance (minimum wage of $13.67 per hour for construction-related services), Palm Beach County Equal Business Opportunity (EBO) Ordinance, Commercial Non-Discrimination Policy, E-Verify requirements, and Criminal History Records Check Ordinance. Bidders must submit a bid bond or certified check equal to not less than five percent (5%) of the bid price, and the successful bidder must furnish a public construction bond equal to 100 percent of the contract price within 14 calendar days of notification. Retainage of 5 percent will be withheld from all progress payments. The contract price represents full compensation for all work specified, and the technical specifications document establishes minimum standards and performance criteria for valve materials, pressure ratings, end connections, operational characteristics, installation requirements, testing procedures, and quality assurance measures to ensure compatibility with the existing water distribution system. No incumbent vendors or budget ranges were identified in the available documentation. All contracts and documents are governed by the laws of the State of Florida with venue in Palm Beach County.
