About this opportunity

Livonia Public Schools in Livonia, Michigan is soliciting sealed bids for the LPS Summer 2027 roof replacement at Coolidge Elementary, Garfield Community School, Roosevelt Elementary, and three annex buildings, with bids due October 28, 2026 at 1:00 p.m. The district applies its local preference resolution in bid evaluation, and the roofing system is single-source: all roofing materials must come from one manufacturer, with acceptable EPDM membrane options including Carlisle SynTec Sure-Tough or Holcim Elevate RubberGard Max. Bidders must have been established in the roofing field for at least three years and provide five or more references from school districts or companies.

Scope covers elastomeric membrane roofing, insulation, deck repair and replacement, wood nailers, flashing and sheet metal, and gutters. Garfield requires vinyl siding matching existing materials with no face nailing. Roosevelt requires coordination with the owner's mechanical and electrical contractors to lift and reset a Daikin rooftop unit, with new wood nailers and a minimum eight-inch flashing height. The annex buildings (Churchill, Franklin, and Stevenson high schools) involve asphalt shingle replacement, with sheet metal fascia cladding and gutter work as alternates. Contractors must obtain manufacturer certification, maintain full-time field supervision, comply with NESHAP requirements for asbestos-containing materials, and secure final approval from the Roofing Consultant, Roofing Technology Associates, Ltd. Addendum No. 2 (October 23, 2026) deletes hatch and safety railing paragraphs at Coolidge, places twenty-five plumbing vent pipe boot flashings in the Garfield base bid, and confirms pollution liability documentation is not required at bid submission but remains a contract requirement.

Work runs from June 7, 2027 through August 13, 2027. Award is a single lump-sum contract to one bidder, and the district reserves the right to award to other than the low bidder, by line item, or in total. Bids require a 5% bid bond or certified check, set at $31,000 in Addendum No. 1 and the Roosevelt and Coolidge specifications and at $30,500 in the Garfield, annex, and general bid documents. Performance and payment bonds equal 100% of the contract sum. Insurance requires commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000, statutory workers' compensation, and employers' liability of $1,000,000. The contractor provides a two-year limited warranty and a 20-year manufacturer total system warranty, with liquidated damages of 1% of the total contract price per week for late completion. Unit prices are requested for wood nailers, plywood, sheet metal plate, roof drain replacement, steel roof deck replacement, and isocyanurate insulation. Bids must be submitted on district-provided forms with two signed copies, include sworn and notarized familial disclosure and Iran Economic Sanctions Act affidavits, and carry an equal opportunity statement. Bid prices are F.O.B. destination and firm for ninety days. Mailed bids go to Jeffrey Burnside, Director of Operations & District Services, at the Board of Education Complex, 15125 Farmington Road.

The mandatory pre-bid meeting and site visits took place October 13, 2026, and the question deadline closed October 22, 2026.
