About this opportunity

Livonia Public Schools is requesting sealed bids for roof replacement at four facility locations—Roosevelt, Coolidge, and Garfield Elementary Schools plus three annex buildings at Churchill, Franklin, and Stevenson High Schools—with bids due October 28, 2026 at 1:00 p.m., a mandatory pre-bid meeting on October 13 at 12:30 p.m., and work performance from June 7 through August 13, 2027. Livonia Public Schools' local preference resolution will be applied in evaluation.

Scope includes elastomeric membrane roofing, polyisocyanurate insulation, sheet metal flashing and trim, wood nailers, plywood, roof drains, and steel roof deck replacement across the four schools and three annex buildings. Roofing specifications require single-manufacturer systems with 20-year total system warranties covering materials and labor; contractors must provide a 2-year limited warranty. Unit prices are required for wood nailers, plywood, sheet metal plate, roof drains, and various roof deck and insulation replacements. Bidders must be established in the roofing field for a minimum of three years and provide five or more client references from school districts or companies.

Sealed bids must be submitted on district-provided forms in two signed copies to the Board of Education complex at 15125 Farmington Road, Livonia, Michigan 48154, addressed to Jeffrey Burnside, Director of Operations & District Services. Bids exceeding $31,000 require a bid bond or certified check equal to five percent of the contract sum. All bids must include a sworn and notarized familial disclosure statement, an affidavit of compliance with Michigan's Iran Economic Sanctions Act, and an equal opportunity statement; failure to include these results in rejection. Bid prices must remain firm for 90 days and include delivery; prices are F.O.B. destination and exclusive of all federal, state, and municipal sales and excise taxes. The district maintains tax-exempt status but the contractor is responsible for taxes on equipment, supplies, and materials used.

The successful contractor must furnish a 100-percent performance bond and labor/material payment bond, commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000), workers' compensation at statutory limits, and employers' liability ($1,000,000). Liquidated damages are assessed at one percent per week of total contract price for failure to meet completion dates. The contract will be awarded on an AIA Document A105 basis. Questions are due by 4:00 p.m. on October 22, 2026, directed to Harry Lau, Ron Kinne, or Alex Wisney at Roofing Technology Associates, Ltd. (awisney@rtaltd.com / 734-591-4444). Addendum No. 1 issued October 16 adds missing flashing specifications for Coolidge Elementary, modifies elastomeric membrane roofing specifications at Roosevelt and Garfield, and adds replacement vinyl siding requirements at Garfield Community School.
