About this opportunity

Lowndes County is seeking bids for the Discharge Manhole Replacement Project, a comprehensive infrastructure improvement initiative involving two distinct sites in Georgia. The project encompasses the replacement of forcemain discharge manholes, gravity manholes, and associated infrastructure along Val Del Road and at the Lowndes County utility maintenance facility. Specific deliverables include replacing two discharge manholes, two downstream gravity manholes, and 30 linear feet of 18-inch PVC gravity sewer, along with executing bypass pumping, dewatering, traffic control, and road/asphalt repair. Bidders must be licensed underground utility contractors in the State of Georgia and are required to submit a 5% bid bond. A mandatory pre-bid meeting is scheduled for November 25th, 2024, at 11:00 a.m. in the Lowndes County Administration Building, with sealed proposals due on December 10th, 2024, at 11:00 a.m. The contract duration is set at 180 calendar days, and bid documents can be viewed at the Lowndes County Utilities office or obtained from the county website.

The project is funded through a GEFA loan and is subject to specific regulatory requirements, including Davis-Bacon wage rates and American Iron and Steel (AIS) standards. All iron and steel products must be produced in the United States, with contractors required to provide Manufacturer's Certification letters demonstrating compliance. While no specific set-aside designations were mentioned, the procurement process emphasizes compliance with federal and state regulations. The project does not indicate any incumbent vendors or existing infrastructure requirements beyond the specified manhole and sewer line replacements. Bidders must carefully review the technical specifications, which detail requirements for sewer accessories, materials, and installation protocols. The county reserves the right to reject any or all bids, with the final award decision based on a comprehensive evaluation of submitted proposals. While a specific budget range was not explicitly stated, the project's scope and technical complexity suggest a significant infrastructure investment for Lowndes County.
