About this opportunity
The State of Oregon, through the Wasco County Soil and Water Conservation District, is seeking proposals for helicopter services to conduct aerial herbicide application on approximately 4,000 acres in the Lower Deschutes Wildlife Area. The purpose of the project is to apply a specific herbicide mix of Rejuva, Panoramic 2SL, and Efficax adjuvant at a minimum of 5 gallons per acre to control invasive annual grasses. Proposals are due by August 1, 2024, with the intent to award the contract by August 29, 2024 and have the aerial application completed by September 30, 2024. The RFP outlines specific requirements for the proposer's qualifications, project team, and approach, as well as a rate schedule and fee proposal. The District will evaluate and score proposals based on criteria including qualifications, knowledge of the project area, project team, and proposed approach.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors. The total contract amount is not to exceed a specified amount, and the selected contractor will be required to provide a performance bond. The District reserves the right to negotiate the contract and accept or reject any or all proposals.
