Special provisions add loose concrete overhead removal with corrosion inhibitor application, epoxy crack sealing, timber railing replacement, temporary audible message devices for pedestrian accessibility, and temporary bird deterrent systems at two locations. Work follows the Wisconsin Standard Specifications for Highway and Structure Construction (2025 Edition).
Environmental requirements include WPDES Transportation Construction General Permit stormwater compliance for 0.583 acres of land disturbance, bird deterrent installation and maintenance at both structures during the April 15 to August 31 nesting season, and bat avoidance measures from April 15 to October 31. The contractor must coordinate with Spectrum, Frontier Communications, Hubbard & Hustisford Sanitary District, Hustisford Utilities, and WE Energies, and must notify police, fire, and sheriff departments at least 72 hours before closures.
Proposals are submitted electronically through Bid Express or by paper bid with proper waivers, by 11:45 a.m. on the last business day preceding the letting. The awardee must post performance and payment bonds for the full contract amount and pay subcontractors within 10 calendar days of receiving progress payments, without retainage withholding.
The contractor must begin work within 10 calendar days after written notice to proceed. No work may start before June 14, and holiday restrictions apply, including Memorial Day and Independence Day 2027. Full closure of STH 60 uses detour routing through STH 26, STH 33, and STH 67, and pedestrian access must be maintained along Level Valley Road and CTH R. The contractor must coordinate with three concurrent projects anticipated for summer 2027 construction: Project 1390-01-76 on STH 26, Project 3020-00-89 on STH 28, and Project 3364-02-65 on STH 175.
The attached proposal places the work in Dodge County, while the opportunity record lists Eau Claire County as jurisdiction. Asbestos inspections on both structures found no regulated asbestos-containing material as of May 21, 2018.
