About this opportunity
The Commonwealth of Massachusetts Department of Revenue (DOR) is seeking qualified organizations or entities to develop, expand or support qualified low-income taxpayer clinics that provide education and assistance to low-income taxpayers seeking to file Massachusetts tax returns and to those engaged in disputes with the department. DOR anticipates entering into up to 6 Grant Agreements ranging from $20,000 to $75,000, with a total allocation of approximately $150,000 in state fiscal year 2021. The Grant Agreements shall commence upon execution by the parties and end on June 30, 2021. Respondents must submit a cover letter, Commonwealth-required forms, and details on their organizational capacity, program plan, and budget plan by the August 7, 2020 due date. DOR will evaluate the applications based on the Respondent's experience, scope of services, procedures for monitoring and evaluating program results, qualifications of staff, and quality of training for students and volunteers. DOR may give preference to Respondents based on their experience in assisting taxpayers with the earned income tax credit, the geographical locations served, and their ability to assist low income individuals and limited English proficiency individuals.
The grant opportunity is open to qualified organizations or entities, including non-profit and for-profit entities, with experience in providing education and assistance to low-income taxpayers. There are no explicit set-aside designations or restrictions on the types of organizations that can respond. The Commonwealth's standard contract terms and certifications will apply to the awarded grants. Incumbent vendors or current contractors are not specified, and the provided materials do not indicate any existing infrastructure or technology that requires integration.
