About this opportunity
The Ohio Army National Guard (OHARNG) is requesting bids for lot sealing, crack fill, seal, and striping work at DSCC Building 24, with proposals due July 28, 2026 and a mandatory site visit on July 13 at 10:00 a.m.
Contractors must comply with comprehensive environmental procedures established by OHARNG across fourteen compliance categories: general environmental requirements, environmental work plan development, spill response and petroleum management, erosion control and storm water management, sanitary sewer permitting, waste and recycling management, asbestos abatement, lead-based paint handling, earth fill and spoil management, natural resources and threatened/endangered species protection, cultural and historic resource preservation, pesticide use, munitions construction support, and dust control. A draft Environmental Work Plan must be submitted within 30 calendar days of notice to proceed and approved by OHARNG before site work begins.
Contractors are responsible for obtaining all necessary permits and paying associated fees. Waste streams must be characterized and managed in compliance with OHARNG guidelines, including weekly inspection and inventory documentation using OHARNG-provided forms. Only Defense Logistics Agency-qualified waste haulers and treatment/storage/disposal facilities may be used for hazardous waste; manifests and disposal documentation must be submitted to OHARNG Environmental Office representatives for approval prior to shipment. Contractors must comply with OSHA asbestos and lead standards, implement erosion control measures consistent with Ohio EPA storm water permits, and obtain Ohio EPA coverage under the general NPDES permit if the project disturbs one or more acres. A Storm Water Pollution Prevention Plan must be maintained on site in a three-ring binder with signed inspection records. All work must maintain 30-foot buffers for wetlands and surface waters, comply with the Migratory Bird Treaty Act and seasonal vegetation-clearing restrictions, use OHARNG-approved grass seed for restoration, and adhere to the OHARNG Integrated Pest Management Plan. Complete project documentation must be provided to OHARNG upon contract completion.
