About this opportunity
Palm Beach County Board of County Commissioners' Procurement Department is requesting quotations for lot clearing services under a term contract (RFQ 26-0184/DJ), with quotes due July 30, 2026 at 4:00 p.m. and questions due July 22, 2026. The Small Business Development (SBD) Program applies to non-federally funded portions with a preference for certified small businesses within ten percent of the lowest responsive, responsible bid; a five-percent local preference is available for businesses with a permanent place of business in Palm Beach County or the Glades.
The RFQ establishes a term contract framework for lot clearing services to be provided as needed by the County rather than a fixed-scope project. Quoters must be registered in the County's Vendor Self Service (VSS) system, and all subcontractors must also be registered before contract finalization. Pricing must be firm and fixed unit rates for a ninety-day evaluation period and remain firm for the initial and any subsequent contract terms.
Submissions must include completed Schedules 1 through 4 identifying all prime contractors and subcontractors with corresponding dollar amounts or work percentages and SBE certification status. Schedule 1 and Schedules 2 and 2(a) must accompany all bids to be considered responsive. Schedules 3, 3(a), and 4 are post-award payment tracking and verification documents submitted with each payment request.
Compliance requirements include Davis-Bacon Act provisions if applicable to construction or repair work, E-Verify employment eligibility verification, criminal history records checks for unescorted facility access, and certifications regarding debarment, discrimination, and human trafficking. Recommended awards will be publicly posted for a five-business-day review period prior to final approval if federal funds are utilized. Questions and submissions should be directed to David Juhe, Senior Buyer, at (561) 616-6826, duhe1@pbc.gov, or PUR-Procure-Solicit@pbc.gov. Electronic email submissions are acceptable.
