About this opportunity
The City of Fayetteville, North Carolina is requesting quotes for lot cleaning, asbestos abatement, and demolition services at three residential properties (355 Dick Street, 357 Dick Street, and 4070 Rosehill Road) under RFQ issued June 9, 2026, with sealed proposals due July 21, 2026 at 2:00 p.m. at City Hall, 433 Hay Street.
The scope includes complete demolition and removal of all primary and accessory structures (wells, pump houses, fences, walls, foundations, basements, pools, walkways, slabs, and similar improvements); removal of personal property and debris; vegetation clearing; grading and site restoration; utility disconnection and protection; hazardous materials abatement where identified; and proper disposal of all materials with documentation. Asbestos survey reports indicate that 355 Dick Street requires no asbestos abatement, while 357 Dick Street and 4070 Rosehill Road require asbestos abatement. The three properties total approximately 0.84 acres. All work must be completed within 30 calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day for late completion.
Bidders must be registered with the North Carolina Secretary of State, hold a general contracting license, and provide documented demolition experience within the past three years. If asbestos is present, the contractor must hold a valid North Carolina Asbestos Contractor's License and employ certified asbestos workers. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $250,000 per person and $500,000 per occurrence, and workers' compensation insurance. Bidders must submit three references, a valid Certificate of Insurance, safety protocols, and equipment listing. The contractor obtains all necessary permits (building demolition, land disturbance, erosion control) at their own expense. The City awards to the lowest responsive, responsible bidder and withholds final payment until the site is accepted in writing and all required documentation including disposal receipts and clearance certificates are provided. Funding is local.
