About this opportunity
The City of Longview Public Works Department is requesting sealed bids for construction of a complete gasoline and diesel fleet fueling facility at the Public Works Service Center, with bids due August 25, 2026 at 2:00 p.m. The project carries prevailing-wage requirements under federal Davis-Bacon determinations for Gregg County, Texas.
Scope includes site preparation, demolition, erosion control, grading, and reinforced concrete paving and foundations; two 12,000-gallon UL 2085 protected aboveground fuel storage tanks; fuel piping, dispensers, and management systems with tank monitoring; emergency shutoff and communication equipment; an engineered fuel canopy and bollards; electrical systems and controls; testing, startup, training, and site restoration. Two additive alternates are included: a complete security camera system (Additive Alternate No. 1) and a 25 kW natural-gas standby generator system (Additive Alternate No. 2).
The contractor must commence work within ten days of receiving the Notice to Proceed and complete all work within 180 consecutive calendar days, with liquidated damages assessed at $340.00 per day for delays. Prevailing wage rates follow federal Davis-Bacon determinations for Gregg County, effective January 2, 2026, as modified May 18, 2026. The base bid includes a $100,000 miscellaneous allowance. Bid security of not less than 5% of the base bid must accompany proposals in the form of cash, certified check, or bid bond. The successful bidder must furnish Performance, Payment, and Maintenance Bonds in the amount of the contract, written by a surety authorized to do business in Texas. Bids may not be withdrawn for at least 90 days after the scheduled closing time.
Bidders must submit a Statement of Qualifications for similar projects, a Certificate of Interested Parties (Form 1295), proof of Senate Bill 252 compliance (Iran/Sudan vendor verification), House Bill 89 verification (Israel non-boycott certification), and a Conflict of Interest Questionnaire. Contract documents are available for free download at www.civcastusa.com or as hard copies for $50.00 per set; refunds are issued for undamaged sets returned by actual bidders at bid opening.
