About this opportunity

The Governing Board of the St. Johns River Water Management District is requesting sealed quotes for a per-ton timber salvage sale on approximately 36.1 acres within the Longleaf Flatwoods Reserve in Alachua County, Florida, with quotes due October 27, 2026 at 2:00 p.m. The logging crew supervisor must hold current certification from an SFI-approved logger-training program such as Georgia's Master Timber Harvester, Florida's Master Logger, or Alabama's Professional Logging Manager, which is the central capability filter. The sale addresses an Ips beetle infestation.

The Primary area, about 36.1 acres, is designated for clearcut harvest of dead, dying, and green pine, and the buyer is not obligated to harvest hardwoods. The Optional area lies beyond the Primary boundary. The buyer may enter it to harvest dead pine only, and the District's Project Manager determines its allowable extent. The District estimates 860 tons of pine pulpwood (minimum 4.5-inch DBH), 126 tons of chip-n-saw (minimum 8.0-inch DBH), and 1,550 tons of saw-timber (minimum 12.0-inch DBH), with no guarantee of volume. Harvest specifications include a six-inch maximum stump height, no cutting of undesignated trees, and compliance with Silviculture and Florida Forestry Wildlife Best Management Practices, plus endangered species considerations. Operations must commence within 14 calendar days of contract execution.

Compensation is based on net load weight before dockage or cull deductions, with weekly payments to the District for harvested tonnage. The contract term is six months from the Effective Date. A $5,000 security deposit is due before or upon execution, in the form of a company, certified, or bank check.

Submission requires Form 1 (Quote Schedule), Form 2 (Certificate as to Entity's Authority to Do Business in Florida), proof of active E-Verify registration, and supporting documentation. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, workers' compensation, and automobile liability. Award goes to the highest responsive and responsible quote, contingent on District approval of all qualification documentation. Respondents may visit the site with an access letter valid through October 27, 2026. Harvest inquiries go to Paul Hudson, Sale Manager. Quotes will be opened publicly at District Headquarters, 4049 Reid Street, Palatka, Florida 32177. Attachments include Attachment B (Locator Map), Attachment C (Sale Area Layout), and Quote Request 42790QR27.
