The North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation, is soliciting sealed lump sum bids from single prime contractors for the Long Valley Farm Initial Development rebid at Carvers Creek State Park, with a mandatory pre-bid conference on November 10, 2026, at 1:00 PM. The project covers repair and restoration of a circa 1930 residential building for conversion to a park visitor center, restoration of a circa 1850 open pavilion, and exterior repairs to a circa 1900 grist mill. Additional work includes a new toilet/comfort station, a new boardwalk, paving approximately one mile of access road, a new visitor parking lot, new concrete sidewalks, and other site improvements. The site is at 2505 Long Valley Road in Spring Lake, Cumberland County. A preferred brand alternate for Bosch EV800 Series Electric Vehicle Charging Stations is under consideration for approval.
Each proposal requires a cash deposit, certified check, or bid bond of not less than 5% of the proposal amount, with a bid bond executed by a North Carolina-licensed surety. The awardee must furnish performance and payment bonds equal to 100% of the contract price. Payment is made on 95% of monthly estimates, with final payment upon completion and acceptance. Bids are irrevocable for 30 days after the closing time.
Sealed proposals are due January 12, 2027, at 2:00 PM at the Park Maintenance Building on the project site. Non-mandatory open house and existing-condition reviews for subcontractors take place November 18 and December 9, 2026, each from 9:00 AM to 4:00 PM. Plans and specifications are available free by email from Paul Stewart at Williard Stewart Architects, PA (paul@wscarchitects.com), and are provided to ConstructConnect, Dodge Data & Analytics, the North Carolina Institute of Minority Economic Development, and the Hispanic Contractors Association of the Carolinas.
