About this opportunity

Florida's Turnpike Enterprise is requesting bids on long-term protected gopher tortoise conservation recipient site services for the State Road 91 widening project in Lake County, with bids due September 14, 2026, at 2:30 PM and public bid opening at 3:00 PM the same day in Ocoee, Florida. Bidders must possess a valid and current permit from the Florida Fish and Wildlife Conservation Commission as a Long-Term Protected Gopher Tortoise Recipient Site and demonstrate available capacity to accept relocated tortoises.

The scope involves accepting and managing up to seventy-five gopher tortoises relocated from donor sites. Vendors must permanently and uniquely mark all tortoises received in accordance with FWC permitting guidelines, provide permanent marking identifications with each invoice, and maintain general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage coverage of $200,000 per occurrence. The Department will obtain all necessary FWC permits at no cost to the Vendor.

The initial contract term is three years from execution of the first task work order, with renewal options for up to three additional years contingent upon satisfactory performance and fund availability. Compensation is determined through a unit rate methodology specified in the Method of Compensation exhibit, with invoices subject to a one percent MyFloridaMarketplace Transaction Fee. No performance bond is required. The Department will impose a one percent daily reduction in payment for delayed delivery of required reservation letters.

All bidders must register in MyFloridaMarketplace by the bid due date and submit certification of qualifications, foreign country of concern attestation, forced labor certification, E-Verify compliance, and scrutinized companies list certification. Questions are due September 7, 2026, at 5:00 PM Eastern Time. Award decision will be posted September 15, 2026. Non-exclusive contracts are anticipated; one or more recipients may be selected.
