About this opportunity
Jefferson County Department of Public Works is requesting Statements of Qualifications and Letters of Interest from consulting engineering firms for the Lonedell Road Safety Improvements project, with submissions due September 25, 2026 at 4:00 p.m.
The scope encompasses professional engineering services for a 1.08-mile roadway improvement project on Old State Route 21 to Forest View, including preparation of preliminary and final construction plans, right-of-way and easement plats, technical specifications, construction cost estimation, and surveying and environmental services. The consultant will also provide limited construction engineering services: staking of new right-of-way corners, setting of pins post-construction, review of shop drawings and material certifications, drawing revisions, and response to information requests from the contractor and County. Field surveys, archaeological or environmental studies, and geotechnical investigations are anticipated as part of project development.
Firms must submit a Statement of Qualifications per RSMO 8.285 through 8.291, an Affidavit of Compliance with the federal work authorization program, and a copy of the company E-Verify Memorandum of Understanding. The Letter of Interest is limited to four pages and should detail assigned personnel, team backgrounds, and similar recently completed or active projects. Five copies must be delivered physically to 725 Maple Street, Room 104, Hillsboro, Missouri 63050, or mailed to PO Box 100, Hillsboro, Missouri 63050.
The estimated construction cost is $2.5 million, funded through the Surface Transportation Block Grant Program (STBG-9902(610)). Selection uses a 100-point evaluation system: Experience and Technical Competence of the Project Team (30 points maximum), Capacity and Capability of Firm to Complete the Project (30 points maximum), and Past Record of Performance on Similar Projects (40 points maximum). No project briefing meetings will be held during the RFQ process. Contact Kurt Wengert, P.E., Technical Division Manager, at kwengert@jeffcomo.org or 636-797-5570 for written questions.
