The Texas Water Development Board (TWDB) is seeking to procure 15 GOES logging transmitters through an Invitation for Bid (IFB) process. The transmitters must meet specific technical requirements, including GOES (NOAA/NESDIS) Certification Standard Version 2.0, Bluetooth or Wi-Fi connectivity, iOS compatible app for field setup and configuration, SDI-12 inputs, operating voltage range of 10.8 to 16 V DC, operating temperature range of -40 to +70 C, quiescent current of less than 10 mA, and RF output power up to 14 Watts. The transmitters must also have logging memory capacity of approximately 1,000,000 readings on internal memory or SD card. The bid submission deadline is June 12, 2024, at 2:00 pm Central Time, and a question and answer period is scheduled from June 3-5, 2024. The award will be made to the bidder providing the best value for the state.

The IFB does not specify any set-aside designations or restrictions on the types of organizations that can respond. Similarly, it does not identify any incumbent vendors or current contractors, nor does it mention any existing infrastructure or technology that requires integration. The IFB also does not provide any information on the possible award values or budget ranges for this procurement.
