About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department, issued Request for Quotation (RFQ) #400307/CR on April 15, 2021, seeking a qualified vendor to provide locker rental services at Coconut Cove Waterpark located at 20130 Regional Park Drive, Boca Raton, Florida. The procurement involves the provision, installation, service, maintenance, and operation of 42 self-service lockers consisting of 30 standard lockers and 12 family lockers, along with one control station/kiosk. The successful vendor must furnish all equipment at no cost to the County and assume full responsibility for installation, operation, and maintenance throughout the contract term. A non-mandatory site inspection was scheduled for April 27, 2021 at 10:00 a.m., with quotation responses due by May 6, 2021 at 4:00 p.m. The resulting contract shall be awarded on an all-or-none basis to the responsive and responsible quoter offering the greatest fixed percentage revenue, with evaluation criteria emphasizing revenue generation potential and vendor responsibility. The selected vendor must meet a minimum revenue requirement of 30 percent of gross rentals paid to the County on a monthly basis within thirty days following the end of each calendar month, provide monthly activity and income statements, respond to service calls within four hours during regular operating hours including weekends, provide loaner or replacement equipment if repairs cannot be completed within twenty-four hours, and maintain comprehensive insurance coverage including Commercial General Liability of not less than $500,000 per occurrence and Business Auto Liability of not less than $500,000 combined single limit.

The contract term shall be for an initial twelve-month period with options to renew for four additional twelve-month periods contingent upon mutual written agreement and maintenance of original terms, conditions, and revenue percentages. Palm Beach County has reserved the right to add or delete locations or equipment on a permanent or temporary basis during the contract term at its sole discretion. Small, minority, and women-owned business enterprises (S/M/WBE) certified by Palm Beach County may receive preference consideration if their proposals are within 10 percent of the lowest responsive, responsible vendor bid. Local preference of 5 percent may be applied to vendors maintaining a permanent place of business in Palm Beach County or the Glades, provided they meet responsiveness and responsibility criteria and submit appropriate certification along with a valid Business Tax Receipt. The procurement is a revenue-generating contract whereby the County benefits from a percentage share of gross rental income rather than direct payment to the vendor, establishing a performance-based business relationship with no specific award value identified in the RFQ.
