About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Maine Office of Cannabis Policy, is requesting quotations for approximately 5,000 units of lockable storage products designed for residential cannabis storage, with quotations due September 14, 2023 at 4:00 p.m. Eastern Time through the AdvantageME Vendor Self Service system.
Storage items must feature dual locking mechanisms (combination and key locks preferred), zipper closures, smell-proofing through carbon or scent-suppressing liners, and internal padding. Materials must be non-rigid—nylon, canvas, or hemp—in two size ranges: 8" × 10" × 3" for pouches or bags, or 8" × 4" × 3" for cases. Bidders must submit product data sheets documenting specification compliance, warranty information, vendor and manufacturer part numbers, and a signed Bid Cover Page and Debarment Form. The lowest bidder will be required to provide a sample for inspection prior to award.
Pricing must be quoted FOB Destination with all shipping included; the State bears no responsibility for goods until delivery at the Office of Cannabis Policy in Augusta, Maine. The State is exempt from federal, state, and local taxes and requests quotations without these charges. The contract term is not explicitly defined, though the State reserves the right to negotiate purchase of additional units at the bid price for six months after award. Delivery is expected immediately upon contract award, with delivery timing potentially factoring into the award decision.
Questions must be submitted through the VSS Q&A tab no later than two business days prior to closure. The State reserves the right to reject the lowest bidder if documented poor performance or contract termination occurred within the previous five years. No set-asides, incumbent preferences, or guaranteed awards apply; all purchases depend on bid results and departmental budget availability.
