About this opportunity
The state of Pennsylvania, specifically through Lock Haven University and the Department of General Services Public Works, is seeking bids for a demolition and HVAC construction project involving the removal of underutilized and obsolete buildings. This is a standard low bid project with an estimated HVAC construction range between $100,000 and $200,000, with liquidated damages set at $100 per day. Bids will be accepted electronically through the e-Builder platform, with the submission deadline set for Friday, April 14, 2023, at 2:00 P.M. Bidders must be registered with a current, active vendor number and complete a user profile within e-Builder to access bid documents. Key requirements include submission of a Commonwealth Public Works Verification Form and a Worker Protection and Investment Certification Form, demonstrating compliance with labor laws and employment verification regulations. The project requires strict adherence to submission guidelines, including a prohibition on posting bid documents to social media or public web platforms.
While this procurement opportunity does not have specific Small Diverse Business (SDB) or Veteran Business Enterprise (VBE) participation goals due to being under the $400,000 threshold, bidders must still demonstrate commitment to these programs by either meeting goals or showing good faith efforts. Interested parties can view potential bidders and bid results through the department's website, with technical support available via email at support@e-builder.net or by phone at 1-888-288-5717. Public bid openings will be viewable using a Windows PC, with no mobile device support currently available. The live bid opening can be observed at Public Works, located at 1800 Herr Street, Harrisburg, PA 17125. There is no bid guaranty required for this project, and the estimated budget for the HVAC construction portion ranges from $100,000 to $200,000, providing potential contractors with a clear understanding of the project's financial scope.
