About this opportunity
The City of Stockton Public Works Department is requesting bids for the Local Street Resurfacing Program Fiscal Year 2025-26 (Project No. WD26003D), a mill-and-overlay project across multiple local streets, with bids due May 14, 2026 at 2:00 p.m. Bidders must hold a valid California Class A Contractor License and a City of Stockton business license prior to contract execution, and must comply with the Community Workforce Training Agreement requirements adopted through August 25, 2029.
The scope includes milling approximately 27,000 square yards of existing asphalt pavement, overlaying with approximately 3,900 tons of hot mix asphalt, installing 14 ADA curb ramps, adjusting 33 maintenance holes and 8 water valve covers, and removing and reinstalling 1,300 to 4,800 linear feet of various striping details across residential driveways and local streets. Work must commence within 10 days of the Notice to Proceed and be completed within 40 working days. The contract is subject to the California Department of Transportation Standard Specifications and the latest California Manual on Uniform Traffic Control Devices, with the City of Stockton Standard Specifications controlling where conflicts arise.
Compensation is structured through lump-sum line items for mobilization, traffic control, and water pollution control, plus unit-price payments for materials and labor based on actual quantities. Liquidated damages are assessed at $4,200 per calendar day for completion delays beyond 40 working days, with additional daily penalties of $250 for schedule violations, traffic control plan failures, and inadequate site maintenance. A Faithful Performance bond, retained by the City for 12 months following project completion, is required and is reducible to 10 percent of actual construction costs upon Notice of Completion recordation. The mandatory pre-bid meeting details are referenced in the Notice to Contractors available on the City's Bid Flash webpage.
