About this opportunity
Maine Department of Marine Resources is soliciting bids for lobster trap and elver tags under a one-year master agreement with a proposal due date of September 30, 2009 and a contract term running November 1, 2009 through October 31, 2010.
The scope requires manufacture and delivery of lobster trap tags (exceeding 3 million units annually) made from saltwater-resistant, durable material with a locking attachment mechanism preventing reuse. Primary tags measure 6 to 7 inches in length by 3/8 to 1/2 inch in width and must be imprinted with "ME10," a 3-digit serial number, harvester license numbers, and zone identification. Color specifications include pink tags with green plugs for primary lobster trap tags, orange with white plugs for replacements, and white with black plugs for catastrophic inventory. The supplier must also manufacture 15,000 to 40,000 replacement tags, 20,000 to 40,000 replacement tags with EEZ designation, 12,000 noncommercial tags, 400 demonstration tags, and elver tags (700 primary units and 400 replacement units) to similar specifications. Tags must be shipped within 15 business days of receiving daily faxed orders, with a penalty of $100 per day for each day exceeding this requirement.
The contractor bears all delivery costs, F.O.B. destination, and must replace damaged or lost tags at no expense to the Department. Pricing must remain firm for the entire contract period and must be inclusive of all payment methods, including the State of Maine Procurement Card with no surcharges permitted. Weekly reporting to the Department must include harvester names, license numbers, shipping dates, and quantities shipped, with invoices due within thirty days of delivery. The Department reserves the right to cancel with thirty days' written notice or immediately if the contractor fails to conform to contract terms.
