About this opportunity

Kelly Township is seeking bids for the Loan Road & Walter Drive Traffic Signal Replacements project, a comprehensive infrastructure improvement initiative located along Route 15. The project, partially financed by the Pennsylvania Department of Transportation's Green Light - Go Program, involves replacing existing traffic signals at the intersection of Loan Road and Walter Drive. Bids will be received online via PennBID until November 20, 2025, at 10:00 AM local time, with a public bid opening immediately following. Contractors must be PennDOT prequalified and must provide bid security in the form of a certified check or bid bond of at least 10% of the bid amount. The project includes detailed technical specifications for traffic signal supports, mast arms, signal heads, signs, detection equipment, conduit and cable installations, and associated electrical infrastructure components. Project milestones include substantial completion by November 30, 2026, and final completion by December 21, 2026, with liquidated damages of $1,845 per day for failing to meet completion timelines.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must comply with several statutory requirements, including the Pennsylvania Prevailing Wage Act, Public Works Employment Verification Act, and Steel Products Procurement Act. The project will utilize unit price bidding, with payment based on actual quantities of work completed. While a precise project budget is not disclosed, the comprehensive nature of the traffic signal replacement suggests a significant infrastructure investment. The engineering services for this project are being provided by Herbert, Rowland & Grubic, Inc., and the project covers work in Northampton County and Harveys Lake Borough. Bidding documents are exclusively available through the PennBID website, and prospective bidders are strongly encouraged to register as plan holders to receive potential addenda and updates. All official notifications and project modifications will be communicated solely through the designated online platform.
