About this opportunity
Palm Beach County Board of County Commissioners, Department of Airports, is requesting sealed bids for the LNA Southside Redevelopment Program Phase 3 at Palm Beach County Park Airport, with bids due November 3, 2026 at 2:00 PM local time. The scope encompasses expansion of the existing airfield electrical vault by approximately 2,500 square feet, including interior renovation, roof replacement, modifications to existing HVAC and Fire Protection systems, relocation of existing regulators and ALCMS control systems, and replacement of fiber optic cable power and communication wiring. A standby emergency power generator replacement is included as an additive alternate bid item.
All contractor personnel working unescorted at the airport property must pass a fingerprint-based criminal history record check conducted by Palm Beach County's Electronic Services and Security Division; the county covers FDLE and FBI fees while contractors bear all other compliance costs. Disqualifying criminal offenses are enumerated in the specification. Security ID badges with one-year expiration dates are required for all unescorted access.
This is a unit price contract with 129 line items spanning demolition, site preparation, utility installation and removal, landscaping, electrical work, stormwater management, concrete and paving, fencing and gates, and water and sanitary sewer systems. Bidders must submit unit prices and lump sum amounts for each line item to determine the total bid amount. All bidders must be licensed in accordance with Florida law at the time of bid submission.
No Disadvantaged Business Enterprise goal has been established under the USDOT Interim Final Rule effective October 3, 2025, though Palm Beach County encourages participation by all qualified firms, including Small Business Concerns. The project is subject to mandatory federal contract requirements including Davis-Bacon Act prevailing wage, Federal Fair Labor Standards Act compliance, Title VI Civil Rights Act protections, Build America Buy America Act provisions, and 2 CFR Part 200 uniform administrative requirements.
Bidders must submit bid security in the form of a certified check, cashier's check, money order, or bid bond in an amount not less than five percent of the bid price. A pre-bid conference is scheduled for September 15, 2026 at 10:00 AM and a mandatory site visit for the same date at 1:00 PM. Bidder questions are due October 27, 2026, with a final addendum to be issued by October 29, 2026. Contract documents are available through the County's Vendor Self-Service Website; contract drawings are available from AECOM upon execution of a Non-Disclosure Agreement. Addenda 1, 2, and 3 have been posted and modify the original bid documents; bidders must acknowledge all addenda in their proposals.
