About this opportunity
The Livingston County Land Bank Corporation (LCLBC) has issued a Request for Proposals (RFP) seeking comprehensive legal services from law firms or individual attorneys to support its community redevelopment initiatives in Livingston County, New York. The procurement targets legal representation across multiple practice areas, including Article 16 of the Not-for-Profit Corporation Law, Public Authorities Law, real estate transactions, and development deals. Qualified respondents must provide detailed fee schedules, demonstrate capacity to meet service requirements, and potentially propose alternative fee structures. The contract term is initially two years, with options to renew for three additional one-year periods. Key proposal submission details include a due date of May 2, 2025, at 2:00 PM, with anticipated interviews scheduled between May 12-29, 2025, and an estimated contract commencement date of June 1, 2025. The legal services will support the LCLBC's mission of acquiring, rehabilitating, and disposing of vacant, abandoned, and tax-delinquent properties, with a focus on grant compliance, nonprofit governance, and real estate closings.
The RFP includes specific subcontracting goals for minority and women-owned businesses, with a 20% Minority Owned Business Enterprise (MBE) sub-contracting goal and a 10% Women Owned Business Enterprise (WBE) sub-contracting goal. There are no service-disabled veteran-owned set-aside requirements for this procurement. The LCLBC is primarily funded through the New York State Homes and Community Renewal (HCR) Land Bank Initiative (LBI) grant program, currently operating two grants totaling over $2 million. No business entities have been awarded an identical or substantially similar procurement contract within the past five years. While specific budget ranges are not explicitly detailed, the substantial grant funding and the comprehensive nature of the legal services suggest a significant potential contract value. The procurement is open to both individual attorneys and law firms, providing flexibility in response and allowing for diverse legal expertise to meet the LCLBC's complex community redevelopment needs.
