About this opportunity
The Michigan Department of Transportation (MDOT) Oakland Transportation Service Center is issuing a Request for Quote (RFQ) for litter pickup services along state roadways throughout Oakland County. The procurement seeks qualified contractors to provide as-needed litter removal services during the 2025 season, including picking up accumulated litter and debris, bagging materials, and transporting waste to licensed landfills for proper disposal. Contractors must respond to service requests within seven business days of notification and provide a minimum crew of three personnel wearing high-visibility safety apparel in compliance with Michigan Manual of Uniform Traffic Control Devices standards. Bidders must be registered with SIGMA VSS and submit quotes electronically through www.michigan.gov/SIGMAVSS or via email by 12:00 p.m. Eastern Time on April 4, 2025, with questions due to Solicitation Manager Ruth Thole at TholeR@michigan.gov no later than March 28, 2025. Pricing must be structured as an all-inclusive hourly rate per crew member for labor and equipment costs (excluding disposal fees) plus a separate per-ton disposal fee for bagged litter at licensed landfills. Contractors are responsible for providing all equipment, including traffic control devices with Type A rotating beacons, maintaining compliance with MIOSHA safety guidelines, and obtaining landfill manifests as proof of proper disposal. Working hours are generally 7:00 a.m. to 9:00 p.m., Monday through Friday, excluding state holidays, with only actual on-site working hours billable to MDOT.
The RFQ includes a qualified disabled veteran-owned business program set-aside, requiring eligible bidders to provide proof of service-connected disability, proof of discharge status, business ownership documentation, or National Veterans Business Development Council certification. All bidders must accept the State of Michigan Standard Contract Terms and certify that prices were developed independently without consultation with other contractors. MDOT reserves the right to disqualify bidders, award multiple contracts to ensure adequate coverage throughout the 2025 season, and consider prior performance history in making award decisions. Monthly invoices must be submitted within 15 calendar days of month-end to the MDOT Program Manager and Oakland Transportation Service Center, with payment made exclusively through Electronic Funds Transfer within 45 days of invoice receipt and final acceptance. The total budget for all awarded contracts combined will not exceed $50,000 for the 2025 season, and bidder quotes remain valid for 60 calendar days from the quote due date. The anticipated contract start date is in 2025.
