About this opportunity

The City of Burleson, Texas, is requesting proposals for comprehensive litter and debris abatement services across designated city parks, properties, rights-of-way, and public spaces under RFP 2026-025, with proposals due September 17, 2026, at 2:00 p.m. CDT.

The scope spans removal of visible litter and debris from streets, sidewalks, curbs, catch basins, gutters, hillsides, ditches, landscaped areas, and water features up to six feet from shorelines. Properties are organized into three service tiers: Tier 1 (high-traffic areas, weekly service, 52 annual cycles), Tier 2 (moderate-traffic areas, biweekly service, 26 annual cycles), and Tier 3 (rights-of-way and lower-maintenance areas, monthly service, 12 annual cycles). Vendors may bid on one or more tiers. All costs must include labor, equipment, transportation, materials, and overhead.

The contract term is three years commencing on execution through September 30, 2029, with an option for the City to extend for up to two additional one-year terms through September 30, 2031, at its sole discretion. Proposals must include annual escalation percentage proposals with a maximum allowed increase of four percent per year. A bid bond equal to five percent of the total bid price is required with proposal submission; the successful contractor must provide a performance bond equal to 100 percent of the estimated annual contract amount within ten business days of notice of intent to award.

Evaluation uses best-value principles on a 100-point base scale with up to 15 additional interview points available for a maximum of 115 points. Weighted criteria are: Demonstrated Experience and Qualifications (30 points), Proposed Operational Plan (25 points), Availability of Qualified Staff and Equipment (25 points), and Proposed Pricing (20 points). Pricing is scored objectively using a formula comparing each proposer's total evaluated price to the lowest responsive proposal price.

A non-mandatory virtual pre-proposal conference is scheduled for September 9, 2026, at 10:00 a.m. CDT via Microsoft Teams. Questions are due September 11, 2026. Projected interviews are scheduled for September 22, 2026, with City Council recommendation expected on October 19, 2026. All proposals must be submitted electronically through the Bonfire e-procurement system; no late submissions will be accepted. City obligations are subject to annual appropriation of funds, and the contract is terminable without penalty if funds are not appropriated in any fiscal year.
