About this opportunity
The City of Phoenix Water Services Department has issued RFI-27-0467, a Request for Information on lithium ion battery recycling services with responses due October 15, 2026 at 2:00 pm. This is an explicit discovery and planning tool only; it does not constitute a formal solicitation, create an obligation to purchase, or pre-qualify vendors.
The City generates approximately 5,000 UN3091 lithium ion batteries monthly, enclosed in epoxy or gel casings, requiring pickup from five separate sites on an as-needed basis. The scope covers pickup, transportation, and recycling services. Vendors must provide information on pricing models (per ton, pound, or unit), facility capabilities and monthly processing capacity, container types, whether facilities can accept batteries requiring disassembly from plastic housings, required City actions before transport, documentation and traceability procedures post-pickup (including certificates of recycling or material recovery), and startup support offerings. The City seeks vendor detail on whether respondents operate or plan to establish facilities in Arizona or neighboring states.
Questions are due October 8, 2026 at 5:00 pm. Responses must be submitted electronically via the City's e-Procurement Portal at https://procurement.opengov.com/portal/phoenix/projects/304842 and must not exceed 20 pages double-sided plus a one-page cover letter. The City does not reimburse costs associated with response development or demonstrations. All submitted materials become public record under Arizona State law, though vendors may designate specific sections as confidential with written justification. Vendors may be invited to present hands-on demonstrations at the City of Phoenix.
