About this opportunity
The Maryland Environmental Service is soliciting sealed bids for liquid sludge hauling services at four wastewater treatment plants in Washington and Frederick Counties, with bids due June 29, 2026, and a mandatory pre-bid conference on June 5. This is a Small Business Reserve (SBR) procurement; award is limited to certified small business vendors meeting Maryland State Finance and Procurement Article 14-501 through 14-505.
The scope covers transport of liquid sludge from Albert Powell Fish Hatchery WWTP, Foxville Gardens WWTP, I-70 Rest Stop WWTP, and Town of Myersville WWTP to designated receiving facilities. Estimated annual volumes total approximately 586,000 gallons across all sites, with hauling frequency ranging from 2–3 loads per month at Albert Powell Fish Hatchery to 9–10 loads per month at Myersville. Contractors must hold five years of documented liquid waste hauling experience in Maryland, possess pertinent county liquid waste hauler permits, and maintain vehicles approved by Frederick and Washington County Health Departments. Contractors assume all liability for regulatory fines and penalties resulting from negligence, spills, or delivery errors and must comply with COMAR 26.04.06, 40 CFR Parts 257, 258, and 503, and Frederick County Industrial Waste Ordinance 12-33-628. No bonding is required.
The contract term is one year with MES holding the unilateral right to renew for four additional one-year option periods. Bidders must submit unit prices per gallon for the base year and each option year for each WWTP. Compensation is per-gallon; MES covers permit fees, regulatory fees, and disposal fees to receiving facilities. The contractor is responsible for fuel surcharges, permits, and mobilization and demobilization. Award goes to the responsible bidder with the lowest responsive total base bid price for all five years of operation. Site visits can be arranged through June 11 at 1:00 PM. Electronic submission is required through the MES Procurement Portal.
