About this opportunity

The Maryland Environmental Service is issuing a competitive sealed bid invitation for liquid sludge hauling services to transport wastewater treatment byproducts from six central region facilities—Bushy Park Elementary School WWTP, Villas at Cattail Creek WWTP, Dayton Oaks Elementary School WWTP, Glenelg High School WWTP, Marriotts Ridge High School WWTP, and Triadelphia Elementary and Folly Quarter Middle School WWTP—to the Freedom District WWTP in Carroll County. Based on five-year historical data, the estimated annual sludge volume totals 309,000 gallons across all facilities, with individual facility volumes ranging from 22,000 to 79,000 gallons annually. Qualified contractors must provide closed, watertight tanker trucks equipped with vacuum/pumping equipment capable of operating at 3 PSI with 3 or 4-inch hoses and PTO pumps, and must demonstrate full regulatory compliance under COMAR 26.04.06 and applicable federal regulations including 40 CFR Parts 257, 258, and 503. Compensation is structured on a per-gallon basis, with bidders required to submit unit prices for the base year and each of four option years for each individual facility. The initial contract term is one year from notice to proceed, with MES holding the unilateral right to renew for four additional one-year option years at the established unit prices. Critical deadlines include May 8, 2026 at 12:00 PM to schedule site visits, May 11, 2026 at 1:00 PM for submission of questions, and May 26, 2026 at 1:00 PM for electronic bid submission through the MES Procurement Portal; award will be made to the responsible bidder submitting the lowest responsive total bid price for all five years of operation.

No minority business enterprise (MBE) subcontract participation goal has been established for this solicitation; however, minority business enterprises and Maryland-based firms are encouraged to respond. The contract is non-exclusive, allowing MES to employ additional contractors concurrently, and no bonding requirements are specified. Monthly invoicing is required before the tenth of each month for services provided, with payment due within 30 days of receipt, though invoices submitted more than 90 calendar days after the end of the service month may not be paid. The contractor assumes full responsibility for regulatory compliance, cleanup of any spills, and maintaining copies of MDE Sewage Utilization Permits in all vehicles. No specific award value or budget range is disclosed in the procurement documents; however, the contract value will be determined by the number of gallons hauled annually multiplied by the contractor's submitted unit prices across the initial one-year term and potential four-year renewal period.
