About this opportunity
The Maine Department of Inland Fisheries and Wildlife is requesting quotations for 550 gallons of liquid rotenone for Thissel Pond Reclamation, with bids due June 5, 2013. The procurement is subject to a regulatory constraint: Maine law prohibits the Department from directly purchasing rotenone without a pesticide distributor's license, requiring all transactions to flow through Northeast Agricultural Services, a licensed distributor in Detroit, Maine.
The liquid rotenone must assay at least 5% active ingredient, be packaged in 5-gallon buckets, and be accompanied by a certificate of analysis. Delivery is required no later than August 1, 2013. Two approved manufacturers are identified: TIFA International LLC (Hillsborough, New Jersey) and Prentiss, Incorporated (New York, New York). All communications and coordination must be directed through Justin Choiniere at Northeast Agricultural Services, (207) 487-6273, PO Box 190, Detroit, ME 04929, with shipping to 36 North Road, Detroit, ME 04929.
A cost-reimbursement arrangement deviates from standard State purchase procedures: Northeast Agricultural Services will act as intermediary, and the State will reimburse the distributor for out-of-pocket costs incurred to order from the manufacturer rather than paying the manufacturer directly. The Department of Environmental Protection and the State intend to resolve this regulatory constraint in future procurements.
Award decisions will be made on lowest price or a combination of factors including quality, conformity with specifications, delivery time, and total cost to the State. All prices must exclude federal and state taxes. Delivery terms are FOB Destination with freight prepaid by the successful bidder. Payment is net 30 days from receipt of a correct invoice. The State reserves the right to reject quotations, partially accept bids, increase or decrease quantities by up to 10%, and resolve ties by favoring in-state bidders or Maine-manufactured or Maine-based vendors. Questions must be submitted through the Vendor Self Service platform by the deadline.
