About this opportunity

The City of Waco, Texas is requesting bids for bulk liquid oxygen delivery and annual technical inspection services under RFB 2026-054, with sealed bids due September 15, 2026 at 2:00 p.m. Central Time and bid opening via Zoom immediately following.

The scope covers furnishing approximately 453,000 cubic feet of gaseous oxygen equivalent annually in bulk liquid form, plus an annual technical inspection of the City-owned liquid oxygen storage and vaporization system at the Waco Dissolved Air Flotation Facility. The contractor must provide all product, transportation, delivery labor, cryogenic transfer equipment, hoses, fittings, technical assistance, safety equipment, and inspection labor and instruments. Bidders must specify their representative delivery quantity and estimated delivery time following order receipt.

Pricing is submitted per-CCF for liquid oxygen supply and as a separate annual inspection fee, quoted F.O.B. destination Waco, Texas, exclusive of federal excise tax and Texas sales tax. Bidders may propose early payment discount terms. The City reserves the right to award on a lowest-responsible-bidder or best-value basis, considering purchase price, bidder reputation, quality of goods and services, extent of meeting City needs, past relationships, historically underutilized business compliance, and total long-term cost.

Contractors with ten or more full-time employees and contracts exceeding $100,000 must register with the Texas Secretary of State and comply with provisions regarding energy company boycotts, firearm entity discrimination, Israel boycotts, and foreign terrorist organization restrictions. The successful bidder must provide proof of workers' compensation, commercial general liability of $1 million per occurrence, and business automobile liability coverage prior to contract execution. Contracts exceeding $100,000 require City Council approval; those below that threshold may be executed by the City Manager or department head.

Questions are due September 8, 2026 at 1:00 p.m. Central Time. Contract award is anticipated by October 15, 2026. Responses may be submitted electronically through the City's e-Procurement portal (EUNA/Bonfire) or by physical delivery to Purchasing Services.
