About this opportunity

The Florida Fish and Wildlife Conservation Commission is conducting a competitive Invitation to Bid (ITB) to procure liquid oxygen deliveries for the Florida Bass Conservation Center/Richloam State Fish Hatchery located in Webster, Florida. The procurement seeks as-needed refills of liquid oxygen to be delivered to the state-owned liquid oxygen station, with an anticipated annual requirement of approximately 1,800,000 cubic feet, equating to roughly 12 deliveries per year based on current consumption rates of 150,000 cubic feet monthly. The liquid oxygen must meet a minimum purity standard of 99% and be maintained at a temperature lower than -297.3 degrees Fahrenheit upon arrival. The delivery vehicle must be capable of interfacing with a fill system using separate liquid and gas fill valves with a pipeline pressure of 100 PSIG, and all deliveries must be completed within five business days of purchase order issuance, with the contractor required to notify the FWC Project Manager at least eight hours in advance of intended delivery. Bidders must submit separate line items for cost per cubic foot of liquid oxygen and additional fees per delivery on the provided price sheet for the initial term and each potential renewal year. The contract term is one year from issuance of the Purchase Order, with the Commission holding the option to renew annually for up to three additional years on the same terms and conditions. Key dates include a non-mandatory pre-bid conference/site visit on March 3, 2026, at 10:00 AM ET; written questions due by March 10, 2026, at 5:00 PM ET; sealed bids due March 20, 2026, by 3:30 PM ET with public bid opening at the same date and time; and anticipated award on March 25, 2026. Award will be made to the responsive, responsible bidder submitting the lowest total bid price.

All bidders must be registered in the MyFloridaMarketPlace (MFMP) system and the SunBiz system prior to bid opening. Subcontracting is permitted with submission of subcontractor lists and minority status reports with each invoice, indicating that disadvantaged or minority-owned enterprises may participate either as prime contractors or subcontractors. No incumbent vendors or current contractors are identified in the procurement documents, suggesting this is either a new procurement or rebid with an open competitive process. The procurement documents do not indicate any specific set-aside designations restricting responses to particular organization types, meaning qualified vendors of any size and ownership structure may submit bids. No specific award value or budget range is provided in the ITB; pricing is to be determined competitively based on the submitted bids for the specified volumes and delivery schedule. The Commission reserves the right to request supplemental information, conduct interviews, and inspect materials prior to award, providing flexibility in the evaluation process beyond the lowest price criterion.
