The Michigan Department of Transportation (MDOT) has canceled RFP 26-2698 for liquid chloride brine deicer and tank rental services at the Mt. Pleasant Garage; the solicitation was posted September 29, 2026 with a proposal deadline of October 6, 2026. MDOT reserves the right to rebid the project at a later time.

Prior to cancellation, the RFP sought a single contractor to supply up to 200,000 gallons or more of liquid chloride brine annually and provide up to 20,000 gallons of approved tank storage capacity for state routes in the Mt. Liquid chloride brine must meet strict composition requirements: freezing point not above -1°F, pH 6 to 9, minimum 18% active chloride compounds by weight (approved as liquid magnesium chloride, liquid calcium chloride, or calcium/magnesium/sodium chloride blend), and compliance with hazardous constituent concentration limits. Independent laboratory testing was required to accompany bids, with ongoing third-party testing at least once per 25,000 gallons ordered.

Delivery to 1212 Corporate Drive, Mt. Pleasant, Michigan 48858 was required between 7:00 a.m. and 2:30 p.m. Eastern, Monday through Friday, with three-calendar-day lead time for October–April orders and fifteen-calendar-day lead time for May–September orders. Monthly storage tank rental pricing was required only for October through April. Pricing was to be quoted F.O.B. Destination with prepaid transportation, firm for each annual period. The estimated three-year contract value based on 600,000 gallons annually, 21 monthly tank rentals, and 6 delivery/pick-up events was not publicly disclosed.

The contract term was to begin October 20, 2026 and run through October 19, 2029, with options for two additional one-year renewals at the State's discretion. Contractors were required to maintain commercial general liability ($1,000,000 each occurrence), automobile liability ($1,000,000 per accident), and workers' compensation insurance with the State named as additional insured.
