About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is soliciting competitive sealed bids for the procurement of linens and bedding products through Request for Bid (RFB) 758 2600000358. This is a re-solicitation of a previous RFB 758 2600000242 that closed on December 22, 2025 without award. The procurement encompasses 36 line items of hospitality linens including quilted mattress pads, pillow cases, fitted and flat sheets in multiple sizes (twin, full XL, queen, and king), bath and pool towels, mattress encasements, blankets, pillows, and shower curtains, with products specified to conform to designated manufacturers such as American Hotel Register Co., Westpoint Hospitality Martex Millennium, 1888 Mills, and AllerEase or approved equivalents. All pricing must be submitted on the attached Bid Price Sheet (Attachment C) with unit prices for each of the 36 line items, with shipping, delivery, and installation charges included in quoted prices and all offers submitted F.O.B. Destination Freight Prepaid and Allowed. The bid closing date is February 13, 2026 at 1:30 PM ET, with written questions due by February 4, 2026 at 10:00 AM ET, and all responses must be submitted electronically through the Commonwealth eProcurement system. The Commonwealth will evaluate bids using a best value approach weighted at 90 points for price and 10 points for delivery time, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally. The initial contract period is one year from the date of award with options for four additional two-year renewal periods subject to written approval by all parties and potential renegotiation of terms.

Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with disabilities are eligible for reciprocal preferences under this solicitation. Bidders must complete and submit affidavits demonstrating campaign finance compliance, and resident bidders must provide proof of one-year Kentucky authorization to conduct business, filed corporate income taxes, unemployment insurance fund payments, and active workers' compensation policies. Prior to award, bidders must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence, $2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 combined single limit), along with completion of Kentucky Tax Registration Form 10A100 and, if applicable, Certificate of Authority from the Secretary of State for foreign entities. Price increases are not permitted during the first twelve months of the contract; thereafter, increases may be requested with industry-wide justification. No incumbent vendor information or specific budget range has been disclosed in the solicitation documents. Interested vendors should contact Keith Srutowski at 502-564-7007 for additional information regarding this opportunity.
