About this opportunity
The Missouri Department of Mental Health is requesting bids for linen rental and laundry services at the Center for Behavioral Medicine in Kansas City, Missouri under IFB DMH 0000000040SL, with bids due September 28, 2026 at 2:00 p.m. CDT. Service-Disabled Veteran Enterprises (SDVEs) meeting Missouri certification requirements receive a three-point preference bonus if providing at least 3% of total contract value.
The scope includes bed linens (fitted sheets, flat sheets, pillowcases, thermal blankets), bath linens (bath towels, hand towels, washcloths), entryway floor mats, laundry carts, and laundry bags. The contractor must deliver and pick up laundry twice weekly on Tuesdays and Fridays between 9:00 a.m. and 2:00 p.m., excluding state holidays. The facility currently processes an estimated 45,000 to 50,000 linen items annually with approximately 10 of each item on hand. Prior to service commencement, the contractor must supply all specified linens within five business days of facility notification. All laundry processing must comply with CDC standards, including proper handling of infectious disease linens, segregation of soiled and clean items, and adequate disinfection procedures. The contractor bears full responsibility for shortages, damaged items, and proper documentation of laundry counts at pickup and delivery.
The initial contract period is one year from date of award with two optional renewal periods. Pricing must be submitted on a firm, fixed basis for individual items per delivery across the initial contract period and two renewal periods. All invoicing and costs include packing, handling, and shipping (FOB Destination, Freight Prepaid and Allowed), with invoices due monthly by the 15th day following service provision. Historical expenditures were $20,032.64 in FY24, $2,379.81 in FY25, and $52,026.70 in FY26. Submissions are accepted electronically through MissouriBUYS (MOVERS) or by hard copy mail. The contractor must comply with E-Verify work authorization, Missouri tax compliance certification, Missouri Secretary of State business registration, and debarment certification.
