About this opportunity
The Maryland Environmental Service is conducting a multi-step sealed bid procurement for line cleaning, inspection, and repair services at two specific locations: the Hawkins Point Hazardous Waste Landfill and the Dundalk Marine Terminal, both located in Baltimore, Maryland. This competitive solicitation is designed to identify qualified contractors capable of performing comprehensive supply line maintenance and repair work. The procurement follows a two-phase process where contractors first submit unpriced technical proposals for initial evaluation, with subsequent price bid consideration for technically acceptable submissions. Electronic bids must be submitted exclusively through the MES Procurement Portal (https://menv.bonfirehub.com/) by November 5, 2025, with no alternative submission methods accepted. Bidders are required to follow specific submission guidelines, and conditioning a bid may result in automatic disqualification. The bid opening will be conducted electronically with a public attendance option, and bid tabulation will be posted on the procurement portal within 48 hours of the opening.
While specific set-aside designations or disadvantaged enterprise requirements are not explicitly detailed in the solicitation, the procurement appears open to qualified contractors with demonstrated technical capabilities in line maintenance and repair services. The solicitation does not mention incumbent vendors or specific integration requirements with existing infrastructure. Potential bidders are advised to carefully review all documentation and can follow up with the procurement department at procurement@menv.com to confirm bid receipt. Although no specific budget range or award value is provided, the comprehensive nature of the services suggests a substantial contract opportunity covering line cleaning, inspection, and repair across two significant Maryland facilities. Contractors interested in this opportunity should carefully review the full solicitation details and ensure compliance with all submission requirements and technical specifications.
