About this opportunity
The City of Scranton's Department of Business Administration is soliciting sealed bids for the Lindy Creek Debris Removal project, targeting three specific locations within Lindy Creek: along Frink Street (1,250 cubic yards), the U-Channel from S. Dewey Avenue to confluence (200 cubic yards), and the Lindy Creek/Keyser Creek Confluence (685 cubic yards). The procurement requires a comprehensive in-stream debris removal service, including erosion and sediment control, site access, and restoration, with careful protection of existing concrete structures, walls, and slabs. Contractors must have a minimum of 5 years of experience under their current business name and be duly registered with applicable oversight bodies. Bids must be submitted electronically through the City's e-Procurement Portal by 10:00 am on Tuesday, August 12, 2025, with all technical questions and clarification requests due by 11:59 pm on Tuesday, August 5, 2025. Prospective bidders are required to register on the portal, follow the project to receive addenda notifications, and submit all documentation electronically. The project requires a 5% Bid Bond, and the successful contractor will need to provide Performance and Payment Bonds for 100% of the contract price.
The procurement appears to be open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. The project is funded through the American Rescue Plan Act (ARPA), which may introduce additional federal compliance requirements. Contractors must adhere to prevailing wage standards, equal opportunity provisions, and maintain specific insurance coverage minimums. While no specific budget range is explicitly stated in the documents, the project involves approximately 2,135 cubic yards of debris removal across multiple creek locations. The contract will remain in effect until the satisfactory completion of the project, with an estimated duration of 30-40 days from the notice to proceed. Bidders must comply with various state regulations, including the Pennsylvania Steel Products Procurement Act, Pennsylvania Human Relations Act, and regulations regarding non-discrimination, employment eligibility, and workplace safety. Technical support for the bidding process is available through OpenGov's software platform, with assistance accessible via real-time chat or email support.
