About this opportunity
Palm Beach County Board of County Commissioners has issued a Request for Quotation (RFQ) for lightning protection systems repair services on a term contract basis. The procurement seeks qualified vendors to provide comprehensive repair services for lightning protection systems at various County-owned facilities throughout Palm Beach County, including locations within the Glades area. All repair work must be performed by appropriately licensed personnel in strict accordance with NFPA 780, UL 96A, and LPI 175 Standards for Lightning Protection Systems. Vendors must submit pricing on an hourly rate basis across three distinct categories: Standard Rate for work completed between 7:00 a.m. and 4:30 p.m., Monday through Friday (excluding holidays); Overtime Rate at 1.5 times the standard rate for work between 4:30 p.m. and 7:00 a.m., Monday through Friday, and weekends; and Holiday/Emergency Rate at 2.0 times the standard rate for work during declared holidays or emergencies. Additionally, vendors must quote an equipment rate with operator on an hourly basis, with all unit prices including labor, materials, tools, equipment, transportation, and incidental expenses. Award will be made to the lowest responsive and responsible quoter on an all-or-none total factored rate basis, with the standard rate weighted at 90 percent and equipment rate weighted at 10 percent. The RFQ submission deadline is June 26, 2018 at 4:00 p.m., with quotes accepted via fax or email.
The contract shall be awarded for an initial term of twelve months with an option to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds, with an anticipated contract value of $8,500 over the twelve-month term, though the County reserves the right to increase or decrease this amount based on actual requirements. The procurement is federally funded, and vendors must comply with all federal requirements including debarment and suspension certifications, drug-free workplace certifications, environmental and historic preservation protections, and recycled products compliance. Vendors are required to maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, and Workers' Compensation Insurance in accordance with Florida Statute Chapter 440. No specific set-aside designations or restrictions on eligible organizational types are identified in the procurement documents, nor are any incumbent vendors or current contractors listed. The contract structure does not indicate any existing infrastructure or technology requirements for integration.
