About this opportunity
Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB #22-079/SS) for lightning protection system repair, installation, inspection, and certification services under a term contract. The procurement encompasses repair services, new installations, annual inspections, and three-year inspections with third-party certification for lightning protection systems across various County-owned facilities, including locations in the Glades area. Successful bidders must hold LPI Master Certification and a State of Florida Electrical Contractors License, maintain Commercial General Liability Insurance with minimum limits of $500,000 per occurrence, Business Auto Liability Insurance at $500,000, and Workers' Compensation Insurance. Pricing shall be submitted as fixed unit prices for standard rate labor (hours), equipment rental with operator (hourly rate), annual inspection services (per each), and three-year inspection/third-party certification services (per each), with weights applied to calculate total factored rates. All work must be performed in accordance with NFPA 780 B5, UL 96A, and LPI 175 Standards for Lightning Protection Systems, with response times of four (4) hours for overtime and emergency calls and twenty-four (24) hours for normally stocked parts. The bid submission deadline is October 27, 2022, at 4:00 p.m. local time, with bids to be submitted to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.
The contract shall be awarded on a lot-by-lot basis, with two lots available: Lot #1 for Countywide areas east of 20 Mile Bend and Lot #2 for Glades areas west of 20 Mile Bend, allowing Palm Beach County and Glades-based businesses local preference considerations. The initial contract term is twelve (12) months or until the estimated amount is expended, with an option to renew for four (4) additional twelve-month periods upon mutual written agreement with all original terms, conditions, and unit prices adhered to without deviations. The County imposes strict compliance requirements including criminal history records checks for personnel accessing critical facilities and S/M/WBE participation tracking through detailed schedules. The anticipated contract value is $107,000 over the initial twelve-month term, though the County reserves the right to increase or decrease this amount as necessary. All bidders must adhere to commercial non-discrimination policies throughout the contract performance period.
