About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Traffic Operations, is issuing a Request for Bid (RFB) for a master agreement to procure lighting cabinets and associated electrical components for use by KYTC and Highway Districts 1-12. The procurement encompasses 40 line items including 240/480 volt pole mount cabinets (5 units), 240/480 volt base mount cabinets (5 units), 120/240 volt pole mount cabinets (5 units), and numerous replacement components such as branch breakers (15, 20, 30, and 40 amp), contactors (30, 60, 100, 150, and 200 amp), main breakers, photocells, transformers, fuses, switches, adaptor bases, mounting anchors, and surge arrestors, with quantities ranging from 5 to 54 units per item. All cabinets must comply with Section 834.22 of the Kentucky Standard Specifications for Road and Bridge Construction (2026), incorporate UL-listed electrical components, and meet National Electric Code 2023 standards. The evaluation criteria allocate 95 points to price (with the lowest bid receiving maximum points) and 5 points to delivery performance, with vendors required to specify delivery timeframes in calendar days from receipt of delivery order. Deadlines include March 17, 2026 at 4:00 PM Eastern Time for written questions, March 19, 2026 for responses to questions, and March 26, 2026 at 1:30 PM Eastern Time for electronic bid submission through the Kentucky eProcurement System. The tentative award date is May 1, 2026, with the resulting master agreement effective from May 1, 2026 through April 30, 2027, and the option to extend for four additional one-year renewal periods subject to written approval and potential renegotiation of terms.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities, are eligible for reciprocal and categorical preferences equal to fifteen percent of maximum points. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis to the receiving agency at the Transportation Warehouse in Frankfort, Kentucky, with firm, fixed pricing for the first twelve months of the contract; justified industry-wide price increases may be requested thereafter with thirty days' notice. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and must provide Automobile Liability Insurance if delivering items; late delivery penalties of one percent per day will be deducted from invoices. All bidders must submit required affidavits attesting to compliance with Kentucky tax, employment, and wage laws, must provide a two-year warranty on all products against defects in materials and workmanship, and must disclose any use of generative artificial intelligence in contracted work. No incumbent vendor information or existing infrastructure integration requirements are specified in the solicitation documents.
