About this opportunity
The North Carolina Department of Transportation, Division 6, is soliciting sealed bids for a Light Duty Maintenance Crew contract performing general maintenance on state-maintained roadways in Robeson County, with bids due August 5, 2026 at 2:00 p.m. This is a Small Business Enterprise (SBE) set-aside contract restricted to firms with annual income of $1.5 million or less for the previous calendar year and pre-certified with NCDOT's Contractual Services Unit.
The scope comprises ditch cleanout, small pipe installation, debris and tree removal, minor asphalt repairs, and other maintenance activities as directed by the NCDOT Engineer. The Contractor must provide a crew of at least five workers, equipment including a backhoe or excavator with thumb, two dump trucks, a trailer, crew truck, and all traffic control devices and certifications. Work is limited to daylight hours, excluding Sundays and legal state holidays. NCDOT supplies all raw materials and covers disposal fees for debris and tree removal; the Contractor bears mobilization and equipment operation costs.
This is a non-exclusive Indefinite Delivery/Indefinite Quantity contract priced on an hourly basis for Light Duty Maintenance Crew operations with either an Excavator or Backhoe. The total bid amount cannot exceed $1 million per year. The initial term runs September 1, 2026 through August 31, 2027, with two optional one-year renewal periods subject to CPI price adjustments. Liquidated damages of $250 per hour apply for failure to meet intermediate contract time restrictions related to holiday lane closure restrictions.
Attendance at the mandatory pre-bid conference on July 22, 2026 at 11:00 a.m. at the NCDOT District 1 Conference Room in Lumberton, North Carolina, and proper registration are required for bids to be considered responsive. No general contractor's license, payment bonds, or performance bonds are required.
