About this opportunity

Southwest Ohio Regional Transit Authority (SORTA) is soliciting bids through an Invitation for Bid for as-needed supply and delivery of light and medium duty spare parts, with a non-mandatory pre-proposal meeting on October 29, 2026, questions due November 9, 2026 at 2:00 p.m. EST, and proposals due November 23, 2026 at 2:00 p.m. EST. No restrictive set-aside applies. SORTA has determined that no formal small business subcontracting goals apply, though bidders are encouraged to include certified small and disadvantaged businesses where feasible.

The solicitation covers eight OEM parts for RAM vehicles, including brake pads, struts, shock absorbers, coil packs, hub and bearing assemblies, and engine long blocks. Estimated quantities over 24 months range from 3 to 210 units per line item. The Indefinite Delivery Indefinite Quantity contract supports a fleet of approximately 300 fixed-route buses, 60 paratransit vehicles, and 30 micro-transit vehicles. All parts must be new, OEM-specified components with confirmed catalog numbers, and no non-approved substitutions are permitted. SORTA may inspect parts at any time and requires non-conforming items returned at vendor expense within ten calendar days.

Pricing must be firm-fixed and include labor, materials, transportation, freight, and delivery, with no separate freight reimbursement. Pricing must remain valid for a minimum of 120 days from the submission deadline. Award goes to the responsible bidder submitting the lowest responsive bid, and SORTA may award individual items, combinations of items, or the aggregate. The contract term is two years from award. Deliveries go to 1401 Bank Street, Cincinnati, Ohio, Monday through Friday, 8:00 a.m. to 4:00 p.m. EST.

Required submissions include detailed cost breakdowns, debarment, personal property tax, and lobbying certifications, insurance certificates covering workers' compensation, general liability, automobile, crime, and professional liability, and acceptance of SORTA's terms and conditions. The General Terms and Conditions specify general liability, automobile, and professional liability coverage of not less than $1,000,000 per occurrence, with SORTA named as additional insured. SORTA pays within thirty calendar days of approving properly submitted invoices, and Ohio law governs with jurisdiction in Hamilton County courts. Responses to questions are due November 16, 2026.
