About this opportunity

The City of Pasadena is requesting bids for light and heavy duty vehicle and equipment rentals to support the Municipal Assistance, Solutions & Hiring (MASH) Division, with proposals due July 23, 2026.

The MASH Division operates paid training and employment programs for individuals from underserved and underrepresented communities, deploying maintenance crews across Pasadena's 22.5-square-mile service area to perform maintenance, landscaping, and light carpentry projects for city departments and the community. The rental equipment is essential to enable these operations.

Bidders must demonstrate relevant experience by submitting documentation of five prior projects of similar scope and size, including project name, location, dates, detailed contract descriptions, and complete owner contact information. Vendors must also complete required compliance forms: the Vendor Questionnaire (Form AA-1) with affidavit of equal opportunity employment; the Project Workforce Utilization form (Form AA-2) for contracts valued at $25,000 or more, detailing job classifications, staffing levels, new hires, and Pasadena resident employment; and optional current workforce demographic reporting (Form AA-3). A Unique Entity Identifier (UEI) from SAM.gov is mandatory with bid submission.

Federal compliance certifications are required: a Disclosure of Lobbying Activities (Standard Form-LLL) certifying no federal funds will be used to influence federal or congressional officials; and a Federal Required Certification under 44 C.F.R. Part 18 and 31 U.S.C. Chapter 38. Failure to submit required certifications subjects vendors to civil penalties from $10,000 to $100,000 per violation.

This procurement is funded with FEMA emergency technical assistance. The City of Pasadena Business License and California Department of Industrial Relations certifications are required. Delivery of goods or services shall not exceed ninety days after receipt of purchase order, with standard payment terms of thirty days.
