About this opportunity
The North Texas Municipal Water District (NTMWD) is issuing a Request for Bid (RFB No. 26-135-B) for annual lifting equipment inspections, maintenance, and repair services across its nine-county service area. The procurement seeks comprehensive services for approximately 247 pieces of lifting equipment located at approximately 23 facilities, including annual equipment testing and certifications, detailed asset inventory assessment with photographic documentation, load testing, safety inspections, maintenance and repair reports, equipment evaluations, site assessments, removal and installation of crane equipment, transport and delivery services, repair and replacement of equipment and parts, preventative maintenance, and emergency repair services available 24 hours per day, 365 days per year. The contractor must be capable of servicing multiple equipment makes including Kone, OMI, Pro-Serve, Ace-Gaffey, Stewart, Osborne, and Manning Maxwell & Moore overhead cranes and various hoists with capacities ranging from 1 to 65 tons and heights up to 75 feet in both indoor and outdoor environments. All work must comply with OSHA 1910.179 overhead and gantry crane regulations, OSHA 1910.184 slings standards, ASME B30 series standards, and applicable national standards, with qualified and certified technicians performing all inspection work. Contractors must maintain 24/7 contact availability and provide scheduled preventative maintenance Monday through Friday from 7:00 AM to 5:00 PM Central Time. Sealed bids are due by 11:00 AM Central Time on Thursday, May 14, 2026, via electronic submission through ntmwd.bonfirehub.com, hand delivery, or mail, with written questions required by 5:00 PM Central on Friday, May 1, 2026. Evaluation criteria include labor rates for equipment inspection, preventative maintenance, and corrective maintenance (regular time, overtime, emergency, and holiday rates), per-mile travel rates, parts discount percentages from Manufacturer's Suggested Retail Price, and rental equipment percentage discounts, with the bid pricing form specifying that mileage and additional pricing will not be used in determining the lowest bidder.
NTMWD reserves the right to issue multiple contract awards and will request quotes for each individual job assigned to contractors, indicating that this is not a single-award procurement. The solicitation does not identify any set-aside designations or restrictions based on disadvantaged enterprise status or organization type. No incumbent vendors or current contractors are listed in the solicitation documents. The initial contract term shall be one year commencing from the date of the last signature, with automatic renewal for four additional one-year periods unless NTMWD provides 60 days' written notice of termination intent, for a maximum total contract duration of five years, with prices remaining firm for the initial one-year period and adjustments for renewal periods subject to the Consumer Price Index formula using the Dallas-Fort Worth-Arlington index series. Contractors must maintain comprehensive insurance including Commercial General Liability ($1,000,000/$2,000,000), Automobile Liability ($500,000 combined single limit), and Workers' Compensation coverage with $500,000/$500,000/$500,000 employer liability limits, with NTMWD named as additional insured. No specific budget range or award value is disclosed in the solicitation materials; however, the bid pricing form establishes labor rates for six categories with estimated quantities of 200 hours per category, suggesting contract value will be determined by individual job assignments and actual hours incurred. Payment terms are Net 30 for approved invoices, and the contractor shall guarantee all work against defects for one year from the service date.
