About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC) Division of Purchases is soliciting bids on behalf of the Division of Facilities Support for the purchase and installation of a lift system for the D7 District Office located in Lexington, Kentucky. The procurement requires a single commercial lift system with a minimum lifting capacity of 500 pounds, including delivery, installation, all necessary labor, equipment, materials, permits, inspections, and tests to make the system fully operational at the KYTC District 7 Lexington District Office (800 Newtown Court, Lexington, Kentucky 40511). The lift system must include a three-year minimum manufacturer warranty, and the contractor must obtain any necessary permits and inspections required by controlling authorities. Award will be made on a best value basis, allocating 95 points to price (with the lowest bidder receiving maximum points) and 5 points to completion time (with the best completion time receiving maximum points); bidders must clearly specify a completion timeframe in calendar days, as vague language will result in a non-responsive bid. The successful bidder must maintain contractor's general liability insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD Certificate within ten days of award notice. The original bid closing date of August 10, 2022 was extended via Addendum 1 to August 15, 2022 at 1:30 p.m. Eastern Time, with a tentative award date of August 15, 2022. Written questions must be submitted by August 2, 2022 at 4:00 p.m., with Commonwealth responses provided by August 3, 2022. Only electronic bids submitted through the Kentucky eProcurement system will be accepted, and all bids must remain valid for a minimum of 90 calendar days after bid closing.

Kentucky resident bidder preferences and qualified bidder preferences apply to this procurement, including preferences for Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with disabilities. The contract price shall be F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all shipment and freight charges; the KYTC is responsible for connection to the breaker panel and supplying the disconnect and fuses. A one percent per day deduction will be applied to invoices for each day completion exceeds the contracted completion date, unless delays result from factors outside the vendor's control, and penalty payments of one percent per month will be added for payments exceeding 30 working days after receipt of goods and proper invoicing. No specific budget range or award value is disclosed in the solicitation documentation. All bidders, offerors, and contractors must complete and execute the Annual Required Affidavit for Bidders, Offerors and Contractors (effective July 2022) under penalty of perjury with notarization, affirming compliance with Kentucky statutes governing campaign finance, tax obligations, ethical conduct, and various other state requirements.
