About this opportunity
The University of New Mexico (UNM) is seeking to procure CNExT cancer registry software through a sole source procurement for its Cancer Center. The procurement is specifically for a three-year contract to replace previously unavailable proprietary software, with the primary objective of maintaining data collection and reporting capabilities required by multiple regulatory bodies including the American College of Surgeon's Commission on Cancer, New Mexico Tumor Registry, Surveillance Epidemiology and End-Results Reporting (SEER), and the North American Association of Central Cancer Registries. Key deliverables include a comprehensive cancer registry management system with unique features such as Open Database Connectivity (ODBC), a Smart Help system, Multiple Primary/Histology tool, AJCC Staging forms integration, and Death Match capabilities. The solicitation was posted on January 22, 2025, with a proposal due date of February 22, 2025. Evaluation criteria appear to focus on the software's ability to meet complex regulatory reporting requirements and support training for new tumor registrars. The procurement process involved an assessment of alternative vendors including ERS-CRStar, Oncolog, and Elekta-Metriq, which were ultimately deemed insufficient for UNM's specific needs.
The contract appears to be unrestricted in terms of vendor type, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. C/NET Solutions is the proposed sole source vendor for this procurement, with no indication of alternative vendors being considered viable alternatives. The total contract value is $65,398.32, structured as $20,344.81 for the first year, $21,870.63 for the second year, and $23,182.88 for the third year. The software will need to integrate with existing UNM Cancer Center infrastructure and meet stringent data reporting requirements from multiple national and state-level cancer registry organizations. There are no explicit restrictions on vendor participation, though the sole source justification suggests a highly specialized requirement that may effectively limit competition. The procurement is specifically for software licensing and appears to be a critical component of UNM's cancer data management and reporting capabilities.

Update #1 ·
We need this commercial registry software as the proprietary software we did use, which was provided to us by the New Mexico Tumor Registry was no longer available for use as of 9/2017. Currently the data collection requirements of the Tumor Registry are governed by several outside agencies. The American College of Surgeon's (ACOS) Commission on Cancer (COC) is an accrediting body of the UNM Cancer Program and has a manual devoted to data elements, definitions and requirements that must be met in order to successfully maintain accreditation. New Mexico law requires that data be reported to the state Central Registry, the New Mexico Tumor Registry (NMTR). NMTR is a Surveillance Epidemiology and End-Results Reporting (SEER; which is part of the National Cancer Institute (NCI)) registry and as such is required to comply with the SEER definitions, data elements and rules; therefore, we must meet these requirements also, as SEER is a national database. And another major player in standard setting for tumor registries is the North American Association of Central Cancer Registries (NAACCR). The required data elements and definitions sometimes vary across these agencies.
