About this opportunity

The City of Phoenix is requesting qualifications for construction administration and inspection services for Lift Station 47 Redundant Force Main, with submissions due October 30, 2026 at 12:00 pm via the City's Procurement Portal, a pre-submittal meeting scheduled for October 20, and questions due by October 23.

The scope covers engineering oversight for a new 12-inch high-density polyethylene redundant force main extending approximately 9,480 linear feet south along 113th Drive from 4102 West 113th Drive to Indian School Road, then east to 99th Avenue. Services include daily construction oversight, quality inspections, agency coordination, utility relocations, submittal and change-order review, field inspections, CCTV documentation review, punch-list preparation, and record maintenance. The estimated construction cost is $7.9 million.

Evaluation is qualifications-based, weighted as follows: Construction Administration and Inspection Experience of the Prime Firm (300 points, 29.4%), Construction Administration and Inspection Experience of Key Personnel and Subconsultants (250 points, 24.5%), Project Understanding and Approach (300 points, 29.4%), Staffing Information for Key Personnel (150 points, 14.7%), and Reference Checks (21 points, 2.1%). Responding firms must submit three performance evaluations from previous clients providing similar services, with each reference check worth up to 7 points, for a total of 21 points. References must be submitted by the same deadline to soq.referencechecks@phoenix.gov, attention Sadie Thompson. Failure to submit reference evaluations by the deadline will negatively impact proposal scoring.

Statements of Qualifications must not exceed 10 pages in PDF format. Firms must be registered with the City's Vendor Management System prior to submission. No formal interviews will be conducted. The City will select from one to three qualified teams and enter into fee negotiations. Selection notification is expected in late November 2026, with a scope meeting scheduled for early December 2026. The pre-submittal meeting will be held at 200 W. Washington St., Floor 8 East Conference Room, Phoenix, with a virtual Teams option available.
