About this opportunity
The City of Adel, Georgia, is soliciting sealed competitive bids for the construction and installation of improvements to Lift Station #18, a three-pump submersible sewage pumping station requiring replacement of aging infrastructure and capacity expansion. The project scope includes construction of a pour-in-place concrete wetwell and valve pad, installation of three submersible pumps, guide rails, access hatches, station piping, electrical panel and controls, sanitary sewer manholes, fencing, and a new GAB site pad at the existing pump station site. The contractor must maintain operation of existing equipment during construction, perform bypass pumping to facilitate tie-ins to the existing force main, abandon existing structures in place with pipes cut and capped as indicated in plans, and complete all work within 300 consecutive calendar days. Bidders must possess a valid Georgia State "Utility Contractor" license with a certified "Utility Manager" on staff and submit a bid bond or certified cashier's check equal to 5% of the base bid. Electronic sealed bids must be submitted through QuestCDN.com by March 27, 2026, at 11:00 AM local time, with base costs published within 30 minutes of closing. A mandatory pre-bid conference is scheduled for December 17, 2025, at 11:00 AM at City of Adel City Hall, 112 N Parrish Avenue, Adel, Georgia 31620, with attendance required for bid consideration. Digital bid documents are available through www.cartersloope.com/outforbid (Quest project number 9983279) for a $150.00 download fee, plus a $42.00 electronic submittal fee, with questions directed to Carter & Sloope, Inc., at (478) 477-3923.
The successful bidder must provide Performance and Payment Bonds, each equal to 100% of the contract price, and comply with affirmative action requirements under 41 CFR 60-4 and federal E-Verify work authorization program registration. All materials must comply with Build America, Buy America Act requirements, with iron, steel, manufactured products, and construction materials produced in the United States unless a waiver is approved. The project is funded through GEFA SRF monies, American Rescue Plan Act funds through the Governor's Office of Planning and Budget State Fiscal Recovery Fund, and potentially Community Development Block Grant funding, with ARPA funds expiring in October 2026. No set-asides specifically designated for disadvantaged enterprises are mentioned in the procurement documents, and no incumbent vendors or current contractors are identified. While the specific contract award value is not explicitly stated in the available documentation, the budget constraints and funding sources suggest a substantial infrastructure project with completion expected well in advance of the October 2026 ARPA fund expiration.
